Thank you for your letter dated, 1st October 2005, and the enclosed paper "Human Rights and Speed Enforcement" which made interesting reading.

Speed enforcement is a key tactic in our effort to reduce the number of casualties on the roads of Derbyshire. To ensure both public confidence and operational effectiveness it is essential that the use of such activity is evidence based and targeted at points, throughout the county, at which the rate of death and serious injury are unduly high or where speeding is believed to be prevalent. The Derbyshire Safety Camera Partnership proactively monitors the counties roads to capture that information.

I am sure that you will be interested to know that in May of this year our Traffic Management department carried out a proactive survey on the Ashbourne Road, Cross O'th Hands to Hulland Ward. That survey consisted of 24 hour monitoring of all traffic travelling on the route over a five day period. The results pleasingly showed that the average speed on this 60mph stretch of carriageway was 45mph well beneath the threshold over which we would feel regular speed enforcement was required. I trust this demonstrates the commitment we have to making the road network of our county safer.
