Many thanks for your reply (I enclose a copy as it was so long ago).

On reading your letter I came to the following conclusions:

The police are perfectly free to use Home Office approved speed detection equipment overtly or covertly on any road at any time to detect speeding offences.

Speed cameras provided by the Safety Camera Partnership (SCP) scheme may be used for overt/covert detection with the provisos that use of such equipment should not impact on the SCP responsibilities and that SCP marked vehicles may not be used for such purposes.

Fines from the overt/covert use of speed detection equipment outside of SCP activities may not be kept by the SCP but are all returned to the Treasury.

Please could you confirm that my conclusions are correct?
